Marilyn Teta Logan

Director General, Petroleum Regulatory Authority
LIBERIA

Marilyn T. Logan is an energy sector regulator and public servant serving as Director General of the Liberia Petroleum Regulatory Authority (LPRA), where she leads the regulation of one of Liberia’s most significant and politically complex sectors. As the first woman to head the Authority, she has built a distinguished reputation for ethical leadership, strategic clarity, and the ability to attract stakeholder support – in complex environments – toward strategic national interests.

Under her stewardship, the LPRA concluded Liberia’s first major petroleum agreement in over a decade – a landmark achievement that restored international investor confidence and signaled a new era of credibility for the country’s exploration prospects. This milestone reflects her extraordinary ability to coordinate multiple layers of stakeholders and align interests behind a shared national vision. In 2018, she also served as Officer-in-Charge of the National Oil Company of Liberia and co-chaired the initiative that operationalized the separation of commercial and regulatory functions in Liberia’s hydrocarbon sector – a consequential governance reform that deepened accountability across the sector.

A steadfast champion of women’s leadership, Marilyn actively mentors rising women professionals and champions women-focused initiatives across Liberia. She is deliberately building a pipeline of qualified young women to carry forward a culture of excellence and accountability in Liberia’s natural resource sector – a space historically dominated by men.

Marilyn holds an MBA in Management and Finance from the University of Liberia. Her academic foundation in finance, strategy, and governance underpins a distinguished career that continues to elevate the standard of public leadership in Liberia and beyond.
