Ghada Mostafa Labib is the Deputy Minister for Institutional Development at the Ministry of Communications and Information Technology (MCIT) in Egypt. With over 20 years of leadership experience in client management, business development, and major project management across both the public and private sectors, she is a distinguished leader in institutional development and information technology.
Prior to her current role, Ms. Labib held several high-profile executive positions, including Deputy Minister of Planning for Administrative Reform, Prime Minister’s Advisor for Follow-up and ICT, and Chief of Staff at the Council of Ministers. She also served as Minister’s Assistant and Associate for Institutional Development at MCIT and Program Manager at the Ministry of State for Administrative Development (MSAD). Additionally, she headed the Technical Office at MSAD, where she played a key role in driving strategic initiatives.
Ms. Labib’s private sector experience includes her tenure at Giza Systems Company, where she held various technical and managerial roles, including project manager, team leader, senior programmer, and programmer. She gained hands-on expertise in technical design, software development, and the management of high-profile projects using technologies such as Informix 4GL and Oracle, operating programming, Linux, and Windows systems in diverse industries.
Ms. Labib earned a Bachelor of Science in Electronics and Communication Engineering from Cairo University in 1992 and an MBA from École Supérieure Libre des Sciences Commerciales Appliquées (ESLSCA). She has also completed certifications in Business Continuity Management, Public Policy Design and Evaluation, and Public Governance and Administration. Currently, she is pursuing a law degree at Cairo University.
